Executive Trustee Council Bio

Dr. Stephen Joyner, Palm Beach State College

Dr. Stephen Joyner has over 30 years' experience in higher education administration, holding leadership positions within complex and diverse institutions in New York, Florida, Georgia, and Connecticut.

His career in higher education began as a student worker at Georgia State University and from there, progressed to leadership positions in all areas of student services and enrollment management. Over the years, there have been a number of "points of pride" for him, including the creation of a Transfer Student Center and LGBTQ Resource Center at Brooklyn College, both of which are still active today, and a redesigned New Student Orientation and Student Leadership Program at Miami Dade College. While at PBSC, Dr. Joyner established the first virtual method for serving students remotely; created a New Student Onboarding team; helped stabilize enrollment after the pandemic; and oversaw the largest and first outdoor commencement in PBSC history.

Dr. Joyner currently serves as the Provost and Dean of Students at the Palm Beach Gardens campus of PBSC. He holds a Master of Public Administration degree and a Ph.D. in Political Science from Georgia State University. His teaching experience includes courses in American government, civil liberties, and American legal systems, with research interests in public law, civil rights, and social movements. The values he holds as an administrator are assuring access to education, providing equity of services, promoting student success, and encouraging mutual respect for all students.

A Georgia native, Dr. Joyner is a diehard UGA football fan, and an avid tennis player. He enjoys monthly "game nights" with friends and visiting his extended family in South Georgia as often as possible.
